Arsenal became the first London club to win the Division One title in 1931, making the Gunners the best team in the land. They were also unbeaten in league derby matches, giving them bragging rights beyond dispute. Almost anyway.
Chelsea were back in the top flight and dumped both West Ham and Arsenal out of the FA Cup in January 1931 - the same month they beat West Ham in the League.
So for one month anyway, Chelsea were London's best club, but Arsenal - who beat Chelsea 5-1 away - definitely ruled the roost during the 1930-31 season.

Although in the good old days, clubs only received two points for a win in the League, the importance of beating your rivals means that no matter the season, three points for a win applies in the London Bragging Rights League.
